Overview
An allowance would describe eligibility and a spending allocation for a defined period. It is not necessarily a prepaid balance, credit facility or money transfer.
Key concepts
Keep policy, employee eligibility and consumption records separate. Explain the monetary unit and period boundary.
Implementation considerations
No allowance funding or payment functionality is implemented. A future design must state how authorized expenses affect the allocation.
Proposed API behavior
GET /v1/allowances is an illustrative design for this topic. Path and field names may change before implementation. Access would require an authorized organization context and operation-specific permission; no public API or authorization grant is available here.

Review this failure case in context: No allowance funding or payment functionality is implemented. A future design must state how authorized expenses affect the allocation.
Synthetic diagnostic example. Human-readable messages must not be used as stable programmatic contracts.
