User Roles — Proposed Guide

Overview
Roles group permitted capabilities for a type of organizational responsibility. A finance reviewer role and an organization administrator role need not share authority over reimbursements.
Key concepts
Distinguish role definition from user assignment, and scope both to an organization. A role name is a label, not an authorization decision.
Implementation considerations
Avoid using a single administrator flag throughout client code. Future services should evaluate allowed actions on the target record.
Illustrative data model
This local fixture shows a possible representation for the concepts above. It is not an endpoint response, production configuration or a claim that the described capability is implemented.

- Document which organization owns the user roles representation and which actor may view or change it.
- Test the boundaries of user id, role id, organization id using synthetic values, including missing or inconsistent references.
- Before future implementation, obtain an approved contract and review failure behavior. This documentation does not authorize production activation.
